The medal was instituted in 1966 by the Ceausescu government essentially as a continuation of the Order of Tudor Vladimirescu which was established at the same time. The award was in honor of Romanian XIX C. national hero who took part in wars for independence against the Ottoman Turkey. The medal was awarded to political operatives for outstanding service to the state. The five classes of the order and both classes of the medal were bestow
