In booklet format, measures approx. 3 ½" x 2 ½" when closed. The permit was issued by the office of the military commandant of the city of Tallinn and bears the signature of the commandant, Colonel Barinov. Place of work is listed as "Sovetskaya Estoniya," the daily newspaper of the Central Committee of the Communist Party of Estonia.

In excellent condition. The cardboard is mostly clean, showing just occasional traces of blue and red ink. All the printed and handwritten text is perfectly crisp and legible. The ink stamp of the military commissariat is a little blurred but still legible.

The Sovetskaya Estoniya was founded in 1940 after the country had been annexed by the Soviet Union. It was published in the Russian language. Its issues continued until August 1941, and then resumed on 3 January 1945. With the fall of the Soviet Union the newspaper ceased to exist as a communist organ and soon closed completely due to financial difficulties.
