In the 1970s, the patriotic pathos of contributing to the might of the armed forces of the Motherland was a thing of the past, so, for the most part, people were cajoled or even shamed into volunteering into DOSAAF membership, just so that once a month a designated coworker would approach you and collect your membership dues.
