The size is 6 ¼" x 4 ½", published by the Ministry of Communications of the USSR, circulation unknown. The obverse features a very large special-issue postal stamp with an exquisitely detailed 3-D model of the Moscow Kremlin canceled by the First Day stamp issued by the Moscow Post Office and dated 28 December 1976. The artwork on the left side of the obverse shows the building of the Headquarters of the Moscow Olympics, and a pendant with the emblem of the 1980 games.
