Chernovtsy is a city in western Ukraine famous for its university and architectural landmarks. It became part of the Ukrainian SSR in 1940 as a result of annexation of territories of western Ukraine and Belorussia by the Soviet Union acting on the Molotov-Ribbentrop Non-Aggression Pact. The 11th Five-Year Plan (1981-1985) also has a claim to fame as the "Five Years of Funerals" or "Five Years of Hearse Races" because of the deaths of three General Secretaries of the CPSU and nine members of the Politburo.
