Special-issue Government Postcard with an incorrectly dated First Day Cancel Commemorating the 60th Anniversary of the USSR, 1982.
The size is continental standard 6" x 4", postally unused, published by the Ministry of Communications of the USSR, circulation 500,000. The pre-printed special-edition postal stamp featuring the USSR State Flag, State Emblem, and the years of the anniversary is canceled with the First Day stamp issued by the Moscow Post Office, dated, oddly and perhaps due to the stamp maker's mistake, 3 December 1982. In fact, the declaration and agreement to form the Union of the Soviet Socialist Republics was signed at the First All-Union Congress of Soviets on the 30th December 1922.

In outstanding, near-mint condition. The ink stamp on the verso reads "8 kopeks", the special price of this postcard, twice the price printed on the postal stamp.
