Instituted on 10 April 1974, the insignia of the order was revised in 1991 after the fall of communist regime in the country: "L" was removed from the connector; the eagle was given the crown back, and the color of the ribbon was changed from light cobalt blue to dark cobalt. The order is awarded to foreigners and Polish citizens abroad for merit rendered to the Polish country, primarily in the field of diplomacy. As such, it is sometimes referred to as a "diplomatic order."
