The award was established in 1968 and issued to students of various DOSAAF schools and training courses, primarily for pre-draft age boys, for mastering the study program. The award was established in 1968 and issued to students of various DOSAAF schools and training courses, primarily for pre-draft age boys, for mastering the study program. The simplified c. 1980s version of this badge is far less impressive than the earlier types but from our experience, actually more scarce. Its "economical" design is perhaps connected to the "grade inflation": by the 80s, no less than half of graduates of DOSAAF schools were achieving a perfect score and were thus eligible for the badge at least in theory (although in practice, probably only a fraction of them actually got it.) It may also be indicative of the tightening DOSAAF budget and the overall Soviet economic malaise.
