The Russian acronym stands for "Estonian Fish Industry Conglomerate 'Okean'", the name of the enterprise that was reportedly used only from 1970-1976.

Excellent condition. The enamels and silver plating are perfect. There is a small smear of excess enamel on the reverse, obviously left there accidentally during the manufacturing process.
