The embroidered writing on the reverse identifies the authorities that jointly issued the banner: "Transcarpathian Regional Committee of the Communist Party of Ukraine, Executive Committee of the Regional Council of Workers' Deputies, (and) Regional Soviet of Trade Unions".

The banner is in excellent condition. The portrait and embroidered inscription are perfect, free of snags or visible wear. The velvet background is perfectly clean; the fringe is completely intact. There is only minimal wear to the flagpole sleeve, no tears.

Besides being one of the few Soviet award flags with a definite date of issue, this banner is also from an interesting area. The city of Mukachevo is located near what is currently the border of Ukraine and Hungary. Originally a part of the Austro-Hungarian Empire, it became a part of Czechoslovakia in the wake of WW1 and was annexed by Hungary in the prelude to WW2 only to be taken by the Soviet army over the course of its offensives in the final year of the war. In 1945, it was ceded to the USSR by a treaty with the Soviet-controlled Czechoslovakia. Almost needless to say, much of the population of the area was none too happy to join the Soviet empire and many of its residents remained hostile to both communist ideology and Russian domination in the following decades.
