Manufactured in Czechoslovak Socialist Republic. The badge was issued to officers who took part in the large-scale Warsaw Pact war games in 1984, at the height of the Cold War tensions (at the time, the Soviet high command had become paranoid about the possibility of a first nuclear strike by NATO, and the world had come as close to nuclear war as ever). The version with a beige background is far more scarce than the one with the red background.
