The size is 6 ½" x 4 ½", with a pre-printed postal stamp. Postally unused, published by the Ministry of Communications of the USSR, circulation unknown. The artwork in the left pane on the obverse shows a poster of the early-Brezhnev era propagandizing the so-called "student construction detachments," a de-facto labor army comprised of thousands of college students who volunteered or were recruited to participate in major construction projects, mostly in Siberia. They were comparatively well-paid, which in their eyes compensated for their lack of skills, atrocious working and living conditions and high accident rates. The Soviet propaganda machine dressed this in romanticism of far-away places and patriotism of building up the might of the Motherland. Lenin's quote at the bottom of the poster reads "Only in labor together with workers and peasants one can become a true communist."

In excellent condition. The unbleached paper of the cover is perfectly clean and just very lightly wrinkled, not obvious or detractive.
