The size is continental 6" x 4", postally unused, with pre-printed postal stamp. Published by the Ministry of Communications of the USSR, circulation unknown. The obverse features the image of the Order of Victory, the highest military decoration of the Soviet Armed Forces for WW2 service. The artist's name, S. Gorlishchev, is printed in the upper left-hand corner on the verso. The typed dedication on the verso is addressed to a retired WW2 veteran, signed by the Soviet of the Veterans of MVD of the Ukrainian SSR.
