The size is standard 6 ¼" x 4 ½", postally unused, published by the Ministry of Communications of the USSR, circulation unknown. The preprinted government postal stamp is canceled with the First Day stamp issued by the Vilnius Post Office, dated 28 January 1975. The artwork on the left panel of the obverse shows the Monument to the Soviet Army, the Liberator. The artist's name, L. Zaytsev, is printed on the bottom flap on the verso. After the USSR collapse and liberation of Lithuania from the Soviet Union, the monument was dismantled, along with most other monuments of the Soviet era.
