The size is standard 6 ¼" x 4 ½", published by the Ministry of Communications of the USSR, circulation unknown. The government pre-printed postal stamp with the USSR State Emblem is one of the most frequently used in that period. It is canceled with a special-issue First-Day cancel issued by the Riga Post Office, and complements the artwork on the obverse showing the façade of the Smolny Institute, which Lenin used as the headquarters of the October 1917 armed uprising, one of the most-revered landmarks in the Soviet pantheon. Under the Smolny is the slogan "Glory to the Great October!"
