Very fine to excellent condition. The enamel has a single tiny surface flake near the edge at approx. 2 o'clock position and a minimal amount of rubbing, but still looks very impressive and retains much of its original luster.

The USSR Trade and Industry Board (Торгово-Промышленная Палата in Russian) was a state-controlled association of Soviet enterprises that were looking to market their products outside the Warsaw Pact. Chapters of this organization existed in several Soviet republics and large regions that were capable of producing significant amounts of goods for export. The organization was important - considering the ever-present Soviet hunger for hard currency - and maintained offices in many non-communist foreign countries such as the UK, West Germany, Iran, Italy, just to name a few.
