The artist's name, V.Khmelev, is printed next to the divider. The artwork presents a somewhat stylized image of the Tallinn Radio and TV Tower against the background of some of Tallinn's landmark buildings seen as if on a TV screen. The flag of Estonian SSR is "tied" to the spire of the tower. On the postcard, not in reality.

The Tallinn Radio and TV Tower was opened in 1980, funded by the Soviet government, and built to provide better telecommunication services during the 1980 Moscow Summer Olympics. At 1,030 feet tall, it is the tallest non-building structure in Tallinn.
