The Lokomotiv sports club was established in 1935. This was the main sports organization of the Trade Union of Railroad Workers. Initially, there were also several other sports clubs for workers of regional railroads as well as railroad building factories, but all of them eventually combined into the larger DSO Lokomotiv. The 25th anniversary medal was probably issued to top organizers of the Lokomotiv Sports Club or leading athletes in the Soviet Baltic republics. Judging by its quality, the badge was made by the Riga or Tallinn factory.
