Flag inscription reads "Three Revolutions". This early type features two-tier depression on the reverse; the other areas of the reverse do not have a counter-relief unlike the later issues. The enamel is of fine quality.

The order was established in 1986 and was apparently awarded for years afterwards. It was bestowed for "supporting the leadership of the Party and pushing forward the course of the revolution under the revolutionary slogans of ideology, technology and culture".
