This is a scarce early 1941-42 version in use in Leningrad during the Siege, measures approx. 2 ¾" x 2" when closed. The lettering on the front cover specifies that this pass is for the commanding officers of the Leningrad garrison, which entitles its bearer to move around Leningrad at any time without restrictions. This pass was issued by the SMERSH Counterintelligence Department of the Baltic Fleet to Victor Chebotarev (Виктор Григорьевич Чеботарев). His rank is not stated but, judging by the special pass, he was either a senior officer, or a special ops operative who required unrestricted freedom of movement, or both.
In very good to excellent condition. Printed on thin medium-quality paper, it shows attractive mild signs of wear but is clean; all the printed, stamped, and handwritten entries are clear and legible. The back cover shows a numbered grid with some of the spaces filled with what looks like some two-character code, - a challenge for a WW2 historian to decipher.
