Silver, enamels; measures 44.4 x 26.1 mm; weighs 20.9 grams without the wing nut. Manufactured in Moscow circa 1940-41, just before the Patriotic War, this badge is of outstanding quality and very intricate design. General outline of a shield is formed by two red banners on the sides, silver sunburst at the top, and green field at the bottom. In the center is a multicolored Mongolian state emblem of 1940 type depicting charging horseman, animal heads, and Uighur writing at the bottom. Under the emblem is white ribbon with Cyrillic abbreviation for state security of Mongolia. Vertical sword goes under the center part, its grip showing at the top and tip of the blade at the very bottom of the badge. Reverse shows Soviet sterling silver hallmark "916" with a Greek character Delta (the latter signifying Moscow assay inspection), an additional round assayer's hallmark, and Cyrillic maker mark МТХ ("MTKh") of the Moscow Cooperative of Artists.

In outstanding, excellent condition. The enamel is extremely well-preserved, having only a few minuscule contact marks to the banners and microscopic surface flakes at their outer edges, none of them visible to the naked eye. The enamel is completely free of penetrating chips or rubbing and retains magnificent luster throughout. Unlike most badges of its type, the raised details of the center medallion are nicely preserved and crisp, showing only a minimal wear to the highest points.

The screw post measures nearly 11.5 mm long, has not been shortened, and comes with the original wing nut. The latter shows the raised logo of the Moscow Artists Cooperative; an abbreviated MTX hallmark; and, on one of its "wing" loops, an additional assayer's hallmark matching that on the reverse of the badge. The threads are in great shape, and the screw plate stays firmly on the screw post when attached.

To summarize, this is a superb example of the highest decoration of Mongolian State Security. Condition-wise, it is "head and shoulders" above the vast majority of surviving examples of this award.
