The document is in fair to good condition. It is still sound and has no excessive wear to the edges or spine, although the front cover has perforations, apparently from the medal being attached while in storage. There are also folds on both badges. There are also some light water stains and minor amount of soiling, but the hand-written entries are fully legible.

The Allied Control Committee in Romania was a military administration which supervised the local and central government after Romania switched sides in the war in August 1944. Its head was Marshal Malinovsky, but it was effectively run by his deputy Col. Gen. Susaykov. Although ostensibly an allied organization - i.e. comprised of representatives of the four major allied powers fighting Nazi Germany - the Allied Control Committee in Romania was fully controlled by the Soviets. Following the Romanian example, similar allied committees would soon be formed in Finland and Bulgaria, and later, in occupied Hungary, Germany, Austria and Japan. Almost needless to say, any Soviet medal document issued by one of these organizations is extremely rare. It is especially unusual to see one awarded to a soldier of a foreign country that fought on the German side for most of the war!
